We know that optical density of earth is not same everywhere and are distributed in different layer on the basis of optical density.
During morning and evening time sun is near the horizons. Sunlight has to travel largest distance to reach on the earth. When sun rays enters the denser part of earth atmosphere it bends towards the normal. So, the apparent position of sun is sightly higher and hence appear 2 minutes before the actual sunrise.
Similarily, during sunset sun is again near the horizons. So, its apparent positions appears like sightly higher and appears 2 minutes after sunset.
